Down payment or making ends meet? NHS financial pressures in the run-up to the Spending Review

Last year the Chancellor announced £22.6bn in extra NHS funding as a ‘down payment’ on the much-anticipated 10-Year Health Plan. This briefing, which sets out the state of health care funding in England ahead of next week’s Spending Review, shows that all of the £22.6bn is likely to be consumed by pre-existing spending pressures.
